To the dismay of ASUU, FG continues using IPPIS to pay lecturers
According to the Academic Staff Union of Universities, the Federal Government persists in utilizing the Integrated Personnel Payroll Information System for lecturers’ salaries.
In an interview, National President of ASUU, Prof. Emmanuel Osodeke, raised concerns about the government’s failure to fulfill its commitment to remove tertiary institutions from the Integrated Payroll and Personnel Information System platform, noting that the February salary was disbursed through IPPIS.
The FG had announced in December 2023 that tertiary institutions, including universities, polytechnics, and colleges of education, were no longer under the platform.
The IPPIS, initially introduced in 2006 to streamline payroll for government departments and agencies, was later extended to universities and colleges. However, it was vehemently rejected by the workers, leading to a prolonged strike in 2020 and 2021 due to various irregularities associated with IPPIS.
Osodeke added that none of the union’s demands had been met. In September 2023, the government announced a 35% increase in salaries for tertiary institution workers, retroactive to January 2023, and pledged to disburse four months’ withheld salaries from the 2022 national strike.
ASUU’s demands, including payment of Earned Academic Allowance and renegotiation of the 2009 ASUU-FGN agreement, have triggered persistent strikes in government-owned universities. Osodeke emphasized the lack of official communication from the FG, asserting that everything remained at a standstill.
Regarding the possibility of a strike to push their demands, Osodeke stated, “Our members will decide. This is why we have resorted to strikes, even for salary reviews, yet nothing has been done. Our February salary was paid through IPPIS, indicating no progress. The government must fulfill its obligations and implement all agreements made with us.”
Osodeke also announced that ASUU would soon communicate its decision through a press release.
